failed pregnancies, the birth of tai xian in 2005 and followed by the death of the latest female cub has given zoo officials pause for reflection. >> there is no decision about the future of mei and tian, whether they will leave or remain. >> reporter: but, according to 9 existing five-year agreement, there is a possibility of a slot with one or two breeding pandas in china. >> yes. >> reporter: the panda public would miss her if show went away, but zoo camers say -- zoo keepers say it's early to talk about that, especially when the panda might be in the late stages of bleeding. >> we saw behavior stages in the beginning once the cub died. i have a hard time attributing it to grieving. >> reporter: if she was not grieving, what was it? >> we saw a bit of searching behavior even though she was present when the cub was removed from the den. >> reporter: she stopped the cradling behavior and the zoo keepers, too away her toy. the past is the past.

. a heartbreaking scene in baltimore after a fire killed five people, including four children. the fire broke out this morning in a northeast neighborhood. when they arrived, they found heavy fire and smoke pouring out of the first floor of the rowhouse. they found the bodies of a woman and four children. relatives were overcome by emotion. >> it's too hard to feed a family a whole lot of members. it hurts. and i can't deal with this.

>> as firefighters prepare to battle the blaze, a woman tossed her two-month-old baby to the man below and jumped to safety. it took firefighters more than an hour to bring it under control. two firefighters hurt battling the flames and their injuries not serious, the cause is under investigation. back to breaking news in silver spring now. a child fell from the eighth floor and police are at the scene. audrey barnes has more as well. good evening. >> reporter: good evening, will. i am at the park montgomery apartment complex. the child was on the ninth floor of the building, and you can so the broken out screen up there and that is where he tumbled from, the window, fell down 90 feet and this tree here, broke his fall, police believe. you can see where the branches are shattered by this. if -- thattive if the child hit the air conditioning units, this would be a different center. the -- different story. the detectives tell us he is at the trauma center and talking

this afternoon. several people willing to testify looking into the plan to get udc on a strong financial footing and an overflow had to be opened up. last week, udc presented the right-sizing plan calling for steep cuts including job cuts and shuttering of other campus sites. matt ackland is live with more. matt? >> reporter: it's not often that you see the council chamber packed, the hallway outside and then another overflow room packed with people to testify today. 127 people have signed up to testify about udc. the reason why the council is involved here, d.c. taxpayers spend about $60 million a year to supplement udc's budget and they think udc needs to get its financial health in order. a packed council chamber. students and professors and in the front row, udcs president,

allen sesson. mcdeafy listed off -- mcduffy listed off serious problems he sees at udc. >> unfortunately, the university is in a financially unattainable situation. it's spending down the general fund to close budget gaps. >> reporter: the board of trustees proposed a number of ideas that upset some from job cuts to closing the udc community college campus on north capital. moving that campus to udcs main campus on connecticut avenue. >> udc should be right-sized but the community college should be left alone. >> reporter: one of the first speakers focused comments directly at the leader of the university. even speaking about issues that fox 5 uncovered last year when it comes to expensive travel by the doctor. >> dr. sessions who is famous for taking lavish trips with his wife overseas, spending wrecklessly taxpayer mean, didn't want anything to do with

the community college. >> reporter: and some believe that udc faculty and staff are making too much money. council member michael brown compared udc to other universities. >> udc pays the faculty and staff substantially more the salaries of the peer universities with an overall -- of medium range. >> reporter: those on staff begged for more support, and saying udc is moving in the right direction. >> we need your support to be successful. thank you. >> and speak of the financial support, udc is asking $21 million to get the plan in place and this is that list of the people signed up to testify tonight. student after student and there is three pages here of students wanting to speak out. the last person on the agenda tonight, dr. sessions himself and there is no idea how long

this meeting is going to last. d.c. police spent much of the day searching the scene of a fatal shooting in northeast. the 21-year-old gregory troxberg was shot yesterday afternoon. it happened on eighth street. the government hasn't been caught. the police are offering a $25,000 reward in that case. nearly two months after a violent beating to on capitol hill, a neighborhood is rallying together to support the victims. during a press conference, community leaders announced a fund raiser and festival to benefit the massland family. the festival will be held on sunday, october 21st and that will give people about crime and safety issues and raise money for the family trust. so far, more than $10,000 has been donated. president obama's and mitt romney's debate is now in the record books. it's now a showdown between the running mates. tonight, joe biden and paul ryan will go head-to-head in the first debate. wisdom martin has this week's

campaign u. >> reporter: we're here at campaign u, and we're talking about the polls and the big vice presidential debate tonight. professor, tell me about the polls. we have seen a dramatic change since the last time? >> you have national polls where mitt romney is ahead and that would have been unthinkable a few weeks ago and whether -- whoever you think won the media has determined that that -- mitt romney won huge and brama lost. you will -- barack obama lost badly. bottom line is, when the media narrative resets and said that mitt romney is surging and mitt romney is becoming more moderate in his rhetoric and has been reaching out making himself more personal, by doing things he had not done out for the elect, he's re- this election, he's re-introducing himself to the people that he did not do a few months ago. the tightening of the poll suggest it might be working. >> what about the presidential

debate how huge is that? >> it's really huge. it's a dry run for the vice presidential debate. we'll see if vice president biden can figure out what the romney strategy is and become the one who pushes paul ryan to answer to him rather than vice- versa, which is what happened at the presidential debate. paul ryan is not going to sit back and take accusations from joe biden, but this is going to be a feisty, energetic debate. it won't get nasty because they're sitting at a table with each other. it will be aggressive and polite. >> let's get the opinion of young voters, they're targets in some of this. three voters here, three students in the classroom all decide, not going to ask, anything the happening between now and the election change any of your mind? any of them? >> i think in the realm of things possible, though, it would take a lost changes and policies for that to happen and

they apparently, mit switched to the middle after the past debate and did change a lot of people's mines and there is some unskieded voters out there. >> not going to change your mind? >> no. >> how but? >> for a lot of the american public, there is a potential. not necessarily for the vp debate but the next presidential debate and a lot of people are hanging on what happened. >> would anything change your mind? >> i don't think so. we were talking about how that unlikely would happen. they would need a major policy reversal with the support of their parties instead of saying they're representatives of the party and in addition to something really outlandish and ridiculous. i don't thank is going to happen. >> the presidential debate what, are you looking for tonight? you expect sparks to fly? anything particular you are look for example? >> i think that -- i think a lot of people are underestimating joe biden that

nationwide meningitis outbreak linked to tainted steroids shots is spreading. idaho is the 11th state to report one illness. 14 people died, including one in maryland and another in virginia. >> reporter: idaho becomes the 11th state didiagnose a person with fungal meningitis. the cdc releasing the latest numbers on total cases and death, giving a glimpse of how the outbreak is spreading across the country. as of thursday, at least 14 people have died in connection to the infected meds, up from 12 yesterday and with florida reporting the second death from the outbreak and indiana reporting its first. the number of infected jumped to at least 170, up from 137 just one day earlier. the contaminated shots originated from the new england compounding center, a specialty pharmacy in massachusetts. the company issued a voluntary recall of all of its meds while

start dropping and not as fast in town as in the suburbs, which is typical. we'll have clear skies for the next few hours and by 10, 11:00, the temperatures in the city lower 50s and that is sweater weather. out in the suburbs, we're into the upper 40s by then easily. a few clouds pass by overnight tonight. it's not going amount to much. look at this and this is satellite and radar. the high pressure is in control and we're perfectly clear and you look to the west before you find anything in the way of cloudiness and up to the north, too and to the south, we're doing well. looks like again tonight no big deal. tomorrow we'll have a few clouds coming long as a dry frontal system will come across and that looks like it's staying real, real dry. let's jump to the weekend. a lot like today.
